FSC Plywood from Vietnam: Scope, Claims and Invoices

FSC is the most requested certificate in plywood and the least understood. Buyers ask for it, mills send a certificate, and the shipment arrives without a valid claim because nobody checked the three steps in between.

What FSC actually certifies

Forest Stewardship Council certification works in two parts:

• Forest management certification applies to the forest
• Chain of custody applies to every business that handles the material afterwards, including the veneer mill, the plywood mill and the trader

A plywood mill with chain of custody can sell certified panels if it bought certified material, ran the order under its system and recorded it. All three have to happen for your specific order.

The three claim types

Claim	What it means
FSC 100%	All fibre from FSC certified forests
FSC Mix	A controlled blend of certified, recycled and controlled material, managed by percentage or credit
FSC Recycled	Reclaimed material
Controlled Wood	Not a sellable FSC claim. A risk screening that excludes unacceptable sources

Most Vietnam plywood sold as FSC is FSC Mix. That is normal and legitimate. Where it goes wrong is when a buyer expects 100 percent and the invoice says Mix, or when a mill quotes Controlled Wood as if it were a claim.

What has to reach you

The claim lives on paperwork, not on the panel:

1. The mill’s chain of custody certificate code, valid on the shipment date
2. The claim on the invoice, written in the required form, for example “FSC Mix Credit” with the certificate code
3. The claim repeated on the packing list and delivery documents
4. Your own chain of custody certificate, if you intend to sell the product on with an FSC claim

Without the claim on the invoice, you received ordinary plywood from a certified factory. That is not the same thing, and it cannot be fixed after the fact.

What it costs and why

Certified material costs more, and the premium is not only fibre. It covers audits, the administration of the credit system and the fact that only part of a mill’s supply is usually covered. That is why a mill can be certified and still decline to run your order as certified: the credits are spoken for.

Ask early, not at the purchase order stage. The price and the availability both change.

Checks before you order

• Look up the certificate code in the public FSC database and confirm it is valid and covers plywood
• Ask which claim type will appear on the invoice
• Ask whether the quantity you want is available as certified in your production window
• Put the claim wording into the purchase order, exactly as it must appear on the invoice

FSC is not EUDR, and neither is a legality letter

EU buyers often assume an FSC claim closes the deforestation file. It does not. EUDR asks for geolocation of the harvest plots, a due diligence statement and a legality assessment. An FSC claim is evidence that helps, not a substitute. That file is described in EUDR for plywood, and the US formaldehyde and origin questions sit separately again in CARB P2 and TSCA Title VI.
