Third Party Inspection: What It Covers and What to Instruct

September 21, 2026

A pre shipment inspection is one person, standing in the factory, with your specification in hand, while the container is loaded. It is the only check that happens while the goods can still be stopped.

What it covers

A competent inspector on a plywood order checks:

  • Quantity and packing: sheet counts, bundles, pallets, marking, labels
  • Dimensions: length, width, squareness, and thickness measured at several points per sheet across a sample
  • Appearance: face and back grade against your approved sample
  • Construction: a cut sample showing ply count, core gaps, glue line colour and overlaps
  • Moisture content: with a meter, on a sample of sheets
  • Loading: dunnage, strapping, desiccant, container condition, photographs

That list is already enough to catch the two substitutions that matter, core and bond, which are described in how to check a Vietnam plywood mill.

What it cannot cover

  • Bond strength beyond a visual glue line. A real boil test needs a laboratory
  • Formaldehyde emission. Also a laboratory, and a certified one for regulated markets
  • Species identification beyond the obvious. A cut sample does not prove genus
  • What happens after the doors close

Those go to a laboratory, and you decide at order stage whether a test on the production batch is included in the price.

The instruction sheet

A generic inspection produces a generic report. Send an instruction sheet with numbers on it:

Instruct Example
Sampling plan Number of sheets to check, from which bundles
Thickness Five points per sheet, record every reading, tolerance from the order
Moisture Target and maximum, meter type
Cut samples How many, from which bundles, photograph the edge
Grade reference Your retained sample number, photographs both sides
Counts Sheets per bundle, bundles per container
Loading Photographs before, during and after, desiccant count
Report Photographs with every measurement, within 24 hours of the visit

An inspector who has this sheet cannot write “generally acceptable”, which is the phrase that makes a report worthless.

Agreeing what happens when it fails

Do this before the inspection, not after. Write into the purchase order:

  1. What counts as a failure, using the tolerance figures already in the order
  2. What happens next: rework, sort, partial shipment, discount or rejection
  3. Who pays for the re inspection
  4. Whether the shipment may leave before the report is accepted

Without those four lines, a failed report becomes a negotiation at the worst possible moment, with the container booked and the vessel waiting.

Where it fits in the cost

An inspection costs a few hundred dollars. A rejected container costs the goods, the freight both ways and the customer. On a first order the arithmetic is not close.

After a mill has shipped several consistent containers, moving to spot checks is reasonable. Do not stop entirely when you change specification, change product line or the mill changes ownership. The documents that carry the report are listed in the documents that travel with a plywood container.

Inspection fits between production and the balance payment; see the guide to import plywood from Vietnam.

Frequently asked questions

When is a plywood inspection worth paying for?

On a first order with any mill, on any order where the specification is tight, and on any order where you cannot afford a rejection at the far end. After a supplier has shipped consistently for a year, many buyers move to spot checks.

What can an inspector actually verify?

Quantity, sheet dimensions, thickness at measured points, visible face grade against a sample, edge and glue line on cut samples, moisture content with a meter, packing, marking and the loading itself. Bond strength and emission need a laboratory.

Who pays for it?

Normally the buyer, because it is the buyer's assurance. Some buyers write the cost into the order and recover it from the mill when the report fails. Agree that in advance, in writing, or it becomes an argument on the day.
